The integration of people with disabilities into society is one of the most important social issues modern society faces. A global societal process is responsible for the constant increase in the population of disabled persons worldwide, including in Russia.
According to Russian Federal Law No. 181-FZ of November 24, 1995, "A disabled person is a person who has a health disorder with an enduring disorder of the functions of the organism, caused by illness, the results of injuries or anomalies, leading to restrictions on day-to-day activities and causing the need for their social protection...Disability is the total or partial loss of a person's capacity to engage in self-care, independent movement, navigation, communication, behavior management, learning, and labor activities".
In light of the above, rehabilitation of people with disabilities serves as the strategic foundation of social policy in the Russian Federation. It is seen as a method and process for mending rifts between the person and society as well as the ways in which the person engages with it.
A person with disability should be given the opportunity to engage in society on an equal basis with other individuals and the conditions for overcoming the limits that have developed in his life in order to feel like a full member of society.
